There was a time when if you wanted water, you dug a well. Today we don’t dig wells because they are expensive and time-consuming. Besides, we don’t actually want a well, we just want the water. So instead of digging a well, we contract with the water district. They dig the wells, capitalize the equipment, take on the financial risk, and provide the expertise needed to get the job done. You and I simply turn on the tap and then pay at the end of the month for the water we used.
